On The Right Track
Not many people will have memories of spending their school days learning inside train carriages, however Bouygues Energies & Services recently donated to Upshire Primary Foundation School towards this mode of transport being used as a library and extended services in the school.
The Challenge
Cambridgeshire County Council (CCC) is committed to reaching Net Zero carbon by 2050 and has developed an Action Plan to help achieve this. Reaching Net Zero will demonstrate the council’s dedication to both preserving the local environment and reducing the impacts of climate change.
Bouygues E&S is delivering a renewable heat network for CCC to serve the village of Swaffham Prior. The aim of the project is to deliver a system where 100% of the thermal energy demand of the village is met by renewable energy.
Like many rural villages, Swaffham Prior is not connected to the mains gas network. Consequently, residents rely on stored fuel to provide heating and hot water in their homes. Not only is stored fuel carbon intensive, it makes the village vulnerable to shortages and inflated oil prices. The heat network will replace the existing storage infrastructure and in doing so will overwhelmingly reduce the village’s carbon emissions, eliminate environmental hazards and protect residents from the associated risks of stored fuel.

Project Overview
There are four key deliverables for the Swaffham Prior Heat Network project:
- An energy centre: for the generation of renewable heat, connecting to an extensive ground-loop borehole array and consisting of two ground source heat pumps and one air source heat pump.
- A heat network: a series of buried pipes to distribute thermal energy through the village.
- Heat interface units (HIUs): connecting residences to the heat network.
- A private electricity network: to power the energy centre with renewable electricity.
The Client Benefits

- Innovations/ future market model: Investment in pioneering low carbon technology and new business models to shape the market for Net Zero.
- Improvement of local air quality: Eliminating sources of air pollution.

- Support: Parish councils and community land trusts to shift rural communities off oil into renewables.
Strategic Deliverables
Economic: the scheme will generate a long-term revenue for the council through the sale of heat to residents, subsidy revenues and carbon trade.
Carbon Emissions: Simulation models suggest the heat network will deliver 95% emissions abatement in year one, rising to 96% by 2030 and 99% by 2050. This enables CCC in meeting Net Zero targets and associated environmental strategies.
Social: The heat network will be no more costly to residents than fuel oil, and eliminate the hazards associated with stored fuel.

There are a number of issues causing the environmental crises, some of the key issues we face are:
THE CHALLENGE
Bouygues Energies & Services have a 25-year PFI contract with Redcar & Cleveland Borough Council to look after 23,000 street lighting assets. Our PFI commenced in 2007.
In 2019, we began work on a project to replace 15,471 street lighting units with LED luminaires which make up 90% of the total street lights in the Borough. Our North-Eastern team in Middlesbrough completed the project on time and budget and have helped the Authority make significant energy and cost savings.
Although the streetlighting project is complete, we will continue PFI maintenance until 2032. In addition we are completing regeneration work, including overhead line removals and upgrading lighting for the seafront esplanade. We are also developing proposals for sustainable energy and social value projects.

OUR SOLUTION
We introduced a number of initiatives to mitigate risk, add value and to ensure an efficient process during the project:
- Our solution includes a dimming regime which involves dimming lights overnight on the main roads by 30%and on estate roads by 50%, making greater savings.
- We came across cable shrinkage on faulty cables and in order to prevent this becoming a risk we pre-surveyed the cables and reported them to Northern PowerGrid. We also put red stainless steel tespa bands around the lamp column doors that contained faulty cables to identify them and ensure that everyone was safe.
- To mitigate the risk of vehicles breaking down, we had a spare mobile elevating work platform (MEWP) in the yard at no cost to the contract. This was free issue from the hire company.
- We implemented a quality process where the operatives filled out an independent test procedure (ITP) for every conversion which was then scanned and filed. This allowed us to identify trends and correct any mistakes.
- We investigated and responded to any complaints regarding a change to the lighting quickly and explained the benefits of having LED and the savings the council are making.
- All packaging was flattened before placing in the skips which reduced the number of skips required and minimised cost. We were also careful to not contaminate any recycling.
THE CLIENT BENEFIT
Health & Safety is our top priority and we are proud to have not received a single H&S RIDDOR in the past 15 years on this contract.
90% of Redcar & Cleveland Borough Council’s lighting in now LEDs (compared to 56% national average for local authorities).
We have reduced the energy the Council use per year from 9.9 million kWh at the start of the contract to 2.7 million kWh. This has also led to huge cost savings for the council.
